It is significant that a new language was negotiated under section L5.16 Teacher Performance Appraisal to include a TLDSB/OSSTF District 15 New and Experienced Teacher Performance Appraisal Process. This document is now an integral part of the collective agreement. In the spring of 2017, a two-year renewal agreement was ratified by the central parties and, in accordance with the OSSTF Constitution, ratification of accession was necessary. The ratification vote was successful in approrogating the extension agreement and thus changing the central conditions for the 2017-2019 school years. The renewal agreement included the Employee Life and Health Trust (ELHT). OSSTF ELHT is called OSSTFBenefits. OsSTFBenefits Trust newsletters and information can only be accessed on the OSSTF province website for members. The Landratsamt OSSTF/FEESO, together with your local bargaining unit, wishes to keep members informed of the collective bargaining process. For members who work for publicly funded school boards and are under the School Management Act (SBCBA), your contracts will expire at the end of August 2019. As we approach negotiations at the provincial and local level, we encourage members to learn more about how the SBCBA negotiation process works and to learn more.
Be sure to know more about the distribution of bargaining slips as we approach the expiry of existing collective agreements. In addition to the collective agreement, our employment is subject to a multitude of laws: with the transition to central and local collective bargaining, our collective agreement is now in many parts. The central and local collective agreements together constitute completely new conditions. In addition to these documents, there is now the prorogation agreement and the remediation agreement of Law 115. We are working to put them together to create a document, but it is a moving target. The 2014-2017 collective agreement consists of two parts. The first part is the central condition agreed through centralized negotiations between OSSTF, the Ontario Public School Boards Association (OPSBA) and the provincial government. The second part is the local conditions. The document is in draft form, although it is complete, and contains all the amendments from 2012 to today, as the Board of Directors and the Union have not officially approved the document. In the future, the central and local agreements will be somehow merged into a single document, but because of the victory in Call Bill 115, we have delayed the conclusion of the merger.
